Lu Yuan: Before 2005, it was the stage of introduction, exploration and start-up of my country’s wind power industry. The “overcapacity” of China’s wind power industry is relative. This is a technical problem, but also a mechanism problem.

Lu Yuan: At the national level, the solution to grid integration and consumption of wind power can be started from the following two aspects: reasonable allocation and consumption costs. Grid companies implement relay dispatch for renewable energy power generation, send as much renewable energy power as possible, and use the difference between remote locations to digest the transmission cost. Grid companies should reasonably allocate the cost of consuming renewable energy power. The cost of consuming renewable energy power in different grids shall implement a network-wide common share system. The construction of power facilities dedicated to wind power and photovoltaic transmission shall be integrated into the grid construction. Cost accounting does not implement single-line settlement. Appropriately increase the on-grid electricity price of renewable energy power generation, and part of the electricity price income can be clearly defined as local fiscal revenue. The local share of the renewable energy power purchased from different places is shared by the two places and allocated through negotiation.

Judging from the current policies, including electricity prices, financial subsidies, localization rate requirements, tax incentives, etc., they basically focus on renewable energy equipment manufacturing, project development enterprises, technology research and development, and demonstration and promotion activities, but do not take into account The system cost of the power system to adopt renewable energy power.
